To answer the question ‘Is the learn/work environment adding value?’, four sub-questions must be addressed.
MEETS THE LEARN/WORK ENVIRONMENT?
Questions 1 (Engagement) and 2 (Effectiveness) are more process-oriented and people-centred — enablers for adding value — whereas questions 3 (Efficiency) and 4 (Evidence) focus on efficiency and manageability – a cost centre approach. The effects of cost reduction have a limit, whereas the so-called soft outcomes of culture and process changes can be continuously reinforced and enhanced.
